Following the Dakhla Municipal Council's approval of the revised Dakhla Bay urban zoning master plan (plan d'aménagement), Dakhla is entering a phase of rapid infrastructure modernization. Backed by a sovereign bilateral partnership between the Kingdom of Morocco and the United Arab Emirates (UAE), this planning overhaul introduces changes to Dakhla's urban boundaries, targeting the Airport zone, the coastal strip bordering Dakhla Bay, and the Industrial District.

This strategic update implements the "Innovative and Renewed Partnership" signed in December 2023 between HM King Mohammed VI and UAE President Sheikh Mohamed bin Zayed Al Nahyan. The partnership aligns with Morocco’s national strategy to position Dakhla as the primary logistical and maritime gateway connecting Sub-Saharan Africa to European, American, and Middle Eastern trade corridors.

1. Dakhla Hub: Airport Infrastructure Expansion

The core of the municipal zoning revision is the development of the "Dakhla Hub" airport infrastructure. The plan expands the airport's runways, terminals, and customs logistics zones to accommodate direct international flights and business cargo traffic.

Zoning changes designate adjacent state-owned land plots (Domaines de l'État) for commercial transit, high-density hospitality support, and retail services. This expansion directly addresses the capacity constraints of Dakhla's existing regional airport, preparing it to handle millions of international arrivals.

2. The Green Hydrogen Corridor: $25 Billion Sovereign Commitment

Capitalizing on Dakhla's wind and solar resources, the Morocco-UAE partnership outlines a massive green hydrogen and ammonia manufacturing plant. Spanning over 500,000 hectares, this mega-project represents an investment exceeding $25 billion.

By utilizing clean energy from local wind farms, the facility will produce green hydrogen for export, establishing Dakhla as a global hub for carbon-neutral industrial fuels. This initiative is expected to attract high-ticket industrial developers, research centers, and clean-tech startups to the region's Special Economic Zones.

3. Dakhla Atlantique Deepwater Port ("Dakhla Gateway to Africa")

The UAE is actively investing in the construction, operations, and management of the Dakhla Atlantique Deepwater Port. The port will feature a dedicated industrial free zone, a commercial terminal, and deepwater berths designed for high-capacity container ships.

This maritime gateway will serve as the western terminus of Morocco's Atlantic Initiative, connecting landlocked Sahelian nations (Mali, Niger, Burkina Faso, Chad) to international trade routes, thereby boosting cargo transit and customs activities in Dakhla.

4. Coastal Real Estate & Tourism Zoning Laws

To accommodate the incoming workforce, engineers, and international tourists, the coastal strip of Dakhla Bay has been systematically rezoned for premium hospitality, resort developments, and residential real estate assets.

These planning changes provide clear legal frameworks for land development. For foreign buyers, purchasing real estate in these newly rezoned districts allows for secure freehold ownership titles (Titre Foncier) registered at the National Land Registry (Conservation Foncière), ensuring 100% legal security.
